What is OBE? (Outcome-Based Education)

OBE is an education concept clearly focusing on organizing everything in an educational system around what is essential for all student to be able to do successfully at the end of their learning experiences. This means staring with a clear picture of what is important for student to be able to do, then, the organizing the curriculum, instruction, and assessment to make sure this learning ultimately happens. (Spady,1994)

Key Concepts of OBE

• Focus on results of learning (Learning Outcome)

• Program-level Learning Outcomes must be formulated first in curriculum design

• Backward curriculum design: design down (from the performances expected of graduates) and deliver up

• Learner are the center of OBE – create learning opportunities to help different learners achieve similar learning outcomes

Making OBE Work (Adapted from Towers, 1996)

• What the student is to learn must be clearly identified and can be achievable in a specified learning period.

• Teachers are capable of designing and delivering courses in alignment to ELOs.

• The student’s progress is based on demonstrated achievement, and thus must be measured.

• Multiple instructional and assessment strategies need to do be available to meet the needs of each student.

• Adequate assistance need to be provided so that each student can reach the maximum potential.
